Officers responding to a report

Bowie, who has four other children

help for her daughter through mental health agency. She said she had sent food back every
day and had left the heater on, adding she didn’t have money for oil, police
said.
Defective Jerry Whartenby said
there was no sign of physical abuse, just neglect (“charged with attempted
murder, recklessly endangering another person, endangering the welfare of a
child and abandonment”). He said the child Kimberly

She was admitted to Hahnemann Hospital for tests and her condition was termed “good, a ‘12-year-old girl who weighed only 39 pounds’ ” said Phyllis Fisher, a hospital spokeswoman.
