the subtext: his life is worth more than the citizens hes paid to protect and serve

he is part of an Occupying Force bristling with military armament

bearing stars boasting a license to kill

to kill if you do not do exactly what they tell you to do

what they Command you do

if you do not do exactly as they say

otherwise  you challenge their authority  thoroughly brainwashed they cannot suffer any challenge or breach

your willfulness implies that they do not have complete control of the situation
